ADMISSION RULE BOOK
For Admission to Technical & Professional Programmes
Academic Session 2026-27
This Rule Book governs admission to all Diploma, Undergraduate, Integrated and Postgraduate technical, professional and management programmes offered at SCOPE GLOBAL SKILLS UNIVERSITY (SGSU), Bhopal. It has been framed in line with the admission framework prescribed by the Government of Madhya Pradesh, Department of Technical Education, AICTE, Department of Higher education (Govt. of MP) and UGC as applicable to self-financed statutory universities.
1. General
These Admission Rules shall govern admission to all technical and vocational programmes conducted by SCOPE GLOBAL SKILLS UNIVERSITY (SGSU), Bhopal — a Self-Financed Statutory University established under an Act of the Madhya Pradesh Legislature and covered under Section 2(f) of the UGC Act.
Being a self-financed/private statutory university, admission at SGSU is regulated in accordance with the Madhya Pradesh Private Vyavsayik Shikshan Sanstha (Prawesh Ka Viniyaman Avam Shulk Ka Nirdharan) Adhiniyam, 2007 (No. 21 of 2007), the Admission Rules 2008 (as amended) notified thereunder, and the directions issued from time to time by the State Government / Admission & Fee Regulatory Committee (AFRC).
These rules shall remain in force for the academic session 2026-27 and shall stand automatically modified to the extent of any subsequent policy change notified by the State Government, AICTE,Higher Eductaion subject to the University’s approval.
2. Definitions & Abbreviations
- Statutory “Body” means a body established by an Act of Parliament, e.g. AICTE, PCI, COA.
- “AICTE” means the All India Council for Technical Education.
- “NTA” means the National Testing Agency.
- “SGSUCET” means the SCOPE GLOBAL SKILLS UNIVERSITY Common Entrance Test — the University’s own entrance examination conducted for admission to programmes that do not have a mandatory national/state-level entrance test.
- “JEE (Main)” means the Joint Entrance Examination (Main) conducted by NTA for B.E./B.Tech. and B.Arch./B.Plan. admissions.
- “GATE” means the Graduate Aptitude Test in Engineering.
- “CMAT” means the Common Management Admission Test conducted by NTA.
- “NET” means the National Eligibility Test conducted by NTA.
- “Course”/ “Programme” means any programme of study approved by the competent authority, leading to a degree/diploma awarded by SGSU (e.g. B.E./B.Tech., BBA, BCA,B.Sc,B.Com, MBA, MCA, etc.).
- “Competent Authority” means the authority designated by SGSU / State Government for regulation of admission.
- “Category” means one of: Unreserved (UR), Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Class excluding creamy layer (OBC).
- “Class” means any one of: Divyangjan/Persons with Disability (D), Women (F), or No-Class (X).
- “OP Seats” means seats open to male or female candidates.
- “General Pool” means seats available at SGSU after deduction of NRI and IPS seats from the total sanctioned intake.
Words and expressions used but not defined herein shall carry the meaning assigned to them under the Madhya Pradesh Private Vyavsayik Shikshan Sanstha Adhiniyam, 2007, and the rules made thereunder.

4. Entrance Examinations Recognized for Admission
SGSU recognizes the following entrance examinations for determining the merit of applicants. Where a national/state-level entrance examination does not exist for a given programme, admission shall be based on SGSUCET (SCOPE GLOBAL SKILLS UNIVERSITY Common Entrance Test) or on the qualifying examination score, as specified in Section 8.

Note: SGSUCET is conducted by the University as per its own notified schedule, syllabus and process, and its merit list is used strictly in accordance with this Rule Book and applicable AICTE/PCI/COA/State Government norms.
5. Categories & Availability of Seats
- Seats within the General Pool shall be distributed among categories (UR/SC/ST/OBC) as per the reservation policy in Section 6.
- There is no Madhya Pradesh domicile requirement for admission against Unreserved (UR) seats in the General Pool — both MP-domicile and non-domicile candidates are eligible on merit.
6. Reservation Policy
6.1 Reservation for Madhya Pradesh Domicile Candidates
Within the General Pool of seats, reservation for Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Class excluding creamy layer (OBC) candidates who are Madhya Pradesh domicile holders shall apply across all programmes as follows:

A candidate may claim reservation under only one category and must upload/produce the relevant caste/category certificate in the prescribed format at the time of registration and again at the time of reporting to the University.
Seats remaining vacant within a reserved category after a round of counselling shall be re-distributed among categories as per the applicable t norms before being offered to the next category/round.
7. Madhya Pradesh Domicile Requirements
Candidates claiming Madhya Pradesh domicile status (for SC/ST/OBC reservation, or any other MP-specific provision) must submit a Local Residence Certificate issued by the competent authority (Tehsildar / Naib Tehsildar) in the prescribed proforma, in accordance with M.P. General Administration Department.
8. Eligibility Criteria & Basis of Admission
8.1 Nationality
The applicant must be a citizen of India, except where admission is specifically permitted for NRI/Foreign
National/PIO/CIWGC candidates under Section 5 and applicable AICTE norms.

9. Inter-se Merit (Tie-Break Rules)
- Where two or more candidates obtain an identical rank/score in the recognized entrance examination, preference shall first be given based on marks obtained in the qualifying examination.
- If the qualifying-examination marks are also identical, preference shall be given to the candidate with a higher score in the subjects mandatorily required for eligibility (e.g. PCM for engineering, PCB for pharmacy).
- If still tied, the older candidate (by date of birth) shall be placed higher in the merit list.
- If age is also identical, candidates shall be ordered alphabetically by name (as per English alphabet).
10. Order of Admission / Counselling Process
- General Pool / MP Domicile Seats: If a reserved-category candidate qualifies on merit for an Unreserved (UR) seat, the UR seat is allotted first; only if a UR seat cannot be allotted as per preference is the candidate considered against the reserved category. Seats vacated by such inter-category movement are cyclically redistributed among ST→SC, SC→ST, ST/SC→OBC, and OBC→ST as per government norms.
- Counselling shall be conducted offline at SGSU Campus in one or more rounds, as notified in the admission schedule. If seats remain vacant after the notified rounds based on entrance-exam merit, subsequent round(s) may be conducted on the basis of qualifying-examination marks, at the discretion of the competent authority.
12. Documents Required at the Time of Admission
Candidates must produce the following original documents (with photocopies) for verification at the time of reporting, in addition to any category-specific certificate claimed under Section 6:
- Class 10 & Class 12 (or equivalent) mark sheets and pass certificates
- Qualifying/graduation degree mark sheets, as applicable to the programme
- Entrance examination scorecard / admit card (JEE Main, CMAT, GATE, or SGSUCET, as applicable)
- Category certificate (SC/ST/OBC), EWS certificate, or PwD certificate, where reservation is claimed
- Madhya Pradesh domicile / local residence certificate, where applicable
- Transfer Certificate (TC) and Migration Certificate
- Aadhar Card and recent passport-size photographs
- Proof of date of birth
Original documents (other than TC and Migration Certificate) shall be returned to the candidate after verification and shall not be retained by the University.
13. Cancellation of Admission
- If at any stage it is found that a candidate has obtained admission on the basis of false or incorrect information, or by suppressing material facts, or that admission was granted due to any error or oversight, the University may cancel such admission at any time during the course of study, without prior notice.
- Refund of fees upon cancellation shall be governed by the UGC Norms, no refund of tuition fee shall be admissible after the notified cut-off date for refunds.
- Seats vacated due to cancellation, or due to a candidate not reporting by the stipulated date, shall be made available for allotment in the ongoing or next round of counselling, as applicable.
14. Tuition & Other Fees
Tuition fee and other fees payable by candidates admitted to various technical and professional programmes at SGSU shall be governed by MPPURC. Admitted candidates must deposit the prevailing tuition and other fees with the University as per the notified schedule.
15. General Provisions
15.1 Interpretation
Any question relating to the policies for selection of candidates for admission, or the interpretation of these Admission Rules,
shall be decided by the competent authority of the University, whose decision shall be final and binding.
15.2 Modification
The University reserves the right to modify any rule or process of admission at any time, in the public interest and as
necessitated by changes in State Government policy. Any such modification shall be binding on all applicants.
15.3 Jurisdiction
In the event of any legal dispute, jurisdiction shall be limited to the courts at Bhopal, Madhya Pradesh.
